Environment Agency drops proposed charge for T28 registration

The Environment Agency has published its response to the Waste Charges Consultation, which indicates our efforts to stop an increase in charges for community pharmacies have been successful.

The consultation, held in January 2025, detailed a proposal to introduce regulatory charges for all waste registrations to raise funds for the Environment Agency’s work to target waste crime and illegal waste sites. This included the T28 registration that all community pharmacies need in order to sort and denature controlled drugs for disposal.

Our response, which can be found here, opposed the proposed charges for community pharmacies.

As a result of our response, the Environment Agency has removed the T28 exemption from its proposal, which is estimated to have saved the sector circa £900k every three years.
