Funding & Reimbursement Shorts: Prescription switching

As part of our Funding & Reimbursement Shorts series, Community Pharmacy England’s in-house Drug Tariff and funding experts have created a new video on prescription switching.

For the end-of-month submission, pharmacy teams are required to sort paper prescriptions into paid and exempt groups. Prescription switching occurs when a FP10 paper prescription form submitted in the exempt group is switched to the paid group (or vice-versa) by the NHS Business Services Authority (NHSBSA). In most cases, the FP10 prescriptions are switched from exempt to paid group because the reverse of the form did not have the patient’s exemption declaration and signature.
In 2024, 230k prescription items on FP10 paper prescriptions submitted in the exempt group were switched to the paid group because the reverse of the forms were left unsigned. This resulted in £2.3m of prescriptions charges deducted by the NHSBSA. Looking at latest prescription switching figures for 2025/26, 221k items were switched from exempt to paid group resulting in total charge deductions of £2.1m. Compared to 2024, this represents a very small reduction in the total number of switched prescriptions and value of charge deductions remain high.
