The needle exchange and harm reduction scheme aims to reduce the potential harms caused by high-risk injecting behaviour by delivering a consistent and comprehensive approach, focused on facilitating access to safe injecting equipment, providing harm reduction advice and signposting drug users to structured treatment in Tower Hamlets. This is delivered by

- Offering a confidential, non-judgemental service
- Providing access to safe injecting equipment to injecting drug users and steroid users residing in Tower Hamlets
- Facilitating the return and safe disposal of used injecting equipment
- Providing testing, information and referrals to blood borne virus services in the aim of reducing the spread of blood borne viruses and HIV
- Providing essential harm reduction advice including information about overdose and the availability of naloxone
- Signposting and referring clients to Reset Drug & Alcohol Treatment Service [1]
- Signposting and referring clients to sexual health services across the borough
