Our Committee

As set out in the Constitution and Rules, Community Pharmacy England (the operating name of the Pharmaceutical Services Negotiating Committee) has 27 members on its main committee:
- 10 members elected on a regional basis from England (see Regional Representatives below);
- 1 additional independent representative co-opted to the Committee;
- 2 members nominated by the Board of the National Pharmacy Association (NPA);
- 8 members nominated by the Company Chemists’ Association (CCA);
- 3 members elected from the non Company Chemists’ Association multiples;
- 2 members nominated by the Independent Pharmacies Association (IPA) and co-opted as members by the Committee; and
- a non-executive chair.
Changes were made to the Committee in November 2025, as outlined in Community Pharmacy England: Composition Update.
Role and Responsibilities of Committee Members

We have a number of subcommittees and working groups. To clarify the role and function of each subcommittee we have adopted a structure whereby each subcommittee is placed in one of two streams:
- Governance; or
- Policy and Advisory.
There are also various working groups of the Committee, the main one being the Negotiating Team.

Governance Subcommittees
Our governance subcommittees support and advise the Committee and Chief Executive on governance and risk matters, including oversight of financial, audit, risk management, internal control matters, nominations and remuneration, and the complaints process.
They can provide pre-scrutiny of information and proposals to provide advice and can make recommendations to the Committee. Finally they can make decisions on behalf of the Committee in respect of those matters for which there is delegated authority.
Some members of these subcommittees are from the LPC network who are independent of the Committee and bring relevant external perspective and knowledge. The governance subcommittees are:

Our policy and advisory subcommittees have responsibility for advising on relevant policy issues and specific elements of the Committee’s work, supporting our strategic objectives.
Most aspects of Community Pharmacy England’s work are allocated to a subcommittee, for members to provide expert support and advice to the Leadership Team and to make recommendations to the main Committee. The policy and advisory subcommittees are:

Non-Executive Chair
Background:
Jenny was previously Deputy Chief Medical Officer for England and the founding Chief Executive of the UK Health Security Agency, where she worked both internationally and locally with Health Protection Teams and the life science and pharmaceutical industries to improve and protect population health.
Jenny qualified in medicine at Birmingham University and undertook specialist public health training in Wales. She has wide experience of clinical and public health science and practice, as well as health service commissioning and has previously served on the UK’s Joint Committee for Vaccination and Immunisation. For many years she has worked directly with local communities, local government and the NHS, particularly in the East of England, the South West and Wales where she has been a Director of Public Health.
Jenny is an Honorary Professor of Health Security in the School of Pharmacy at Nottingham University. She holds formal qualifications in pharmacology, business administration, health economics and strategic health service planning.

Background:
Anil Sharma qualified in 1997 from John Moores University and has been a practising independent contractor for 25 years. He runs a small group of pharmacies with his wife Geeta. Anil is Chair of Community Pharmacy Cambridgeshire and Peterborough. Anil has a particular interest in travel medicine, rural pharmacies, future development of the profession and promoting young pharmacists to become independent contractors.

Rahul Sharda graduated from the University of Hertfordshire in 2014 and completed his pre-registration training with Boots in 2015. He has worked as a community pharmacist ever since and has been an independent pharmacy owner since 2016.
Rahul works day to day as a Responsible Pharmacist and is a qualified Independent Prescriber. He is also the Superintendent Pharmacist and Managing Director of his pharmacy business and a member of Community Pharmacy Staffordshire & Stoke-on-Trent.
Rahul is passionate about community pharmacy and proud to serve his local community.

Sami Hanna is an Independent Pharmacy Contractor who has worked in Gateshead for over 20 years. Sami has been a member of Community Pharmacy Gateshead & South Tyneside for over 15 years where he currently sits as Vice Chair and Communication officer.

Prakash Patel qualified from the University of Sunderland and is Managing Director of a small group of pharmacies in London. He is Chair of Community Pharmacy North East London. During his 40-year career he has contributed to various organisations including an Independent Buying Group and the Primary Care Trust.

Fin McCaul graduated from the Liverpool School of Pharmacy in 1986 and is Managing Director of Prestwich Pharmacy in Manchester. Fin is a member of Community Pharmacy Greater Manchester. Fin was a past founder and Chair of the Independent Pharmacy Federation and has worked with a variety of public health groups and was the Long Term Conditions Lead for Bury CCG, working with GPs, other primary care providers and secondary care providers. Fin also speaks and delivers training at local and national events on smoking cessation, weight loss, professional development and change management. Fin was awarded Fellowship of the Royal College of Pharmacy in 2016 for his service to pharmacy.

Gary Warner owns a community pharmacy on the Isle of Wight and is the Technical Director for the PharmOutcomes platform. Gary is a member of Community Pharmacy Hampshire and Isle of Wight. Gary qualified as an independent prescriber in 2008, specialising in the treatment of substance misuse. Gary is passionate about all that pharmacy can do for patients and commissioners and has won a Chief Medical Officer’s Award and authored a number of peer-reviewed publications evidencing the impact of community pharmacy services.

Beran Patel is a community Pharmacist based in Thornton Heath, Surrey . He qualified as a pharmacist in 1990 and has been a contractor for over 26 years. Beran was previously the vice chair of Croydon Local Pharmaceutical Committee and is now a member of the Community Pharmacy South West London. He became an independent Prescriber in 2018 and has provided a range of services for his local community. Beran has sat on his local NHS Professional Executive Committee, prescribing committees and been a PCN lead.

Sian Retallick was born in South Wales, graduated from Bradford University in 1984 and settled in the South West in 1986. Sian is a member of Community Pharmacy Devon and has worked in Community Pharmacy for the past 34 years , owning her own business since 1991.

Jas Heer qualified as a pharmacist in 1987 after studying at Leicester School of Pharmacy and currently owns and operates a small group of pharmacies in Coventry and Birmingham. Jas is a member of Community Pharmacy Arden. He obtained a Diploma in Clinical pharmacy in 2000 and has worked for independents and multiples, covering both field and centre based functions.

David Broome qualified from the University of Bath School of Pharmacy in 1990 and has been an independent contractor for nearly 30 years. He runs his pharmacy business with his wife, Jackie, and he is a member and officer of Community Pharmacy West Yorkshire. David’s particular interests include EPS, medicines safety and clinical pharmacy. He has been involved with the EPS implementation board, medicines safety exchange, area prescribing committee and local mental health trust medicines committee.

Background:
Dervis Gurol is an Independent Prescriber and contractor based in East Sussex, and the owner and superintendent pharmacist of Healthy-U Pharmacy in Saltdean. He graduated from the University of Brighton in 2015 and also holds a postgraduate diploma in law focused on pharmacy regulation.
He is a member of Community Pharmacy Sussex and serves as the PCN and INT lead for East Brighton, working closely with local practices and commissioners. Dervis is also the director of the Independent Pharmacy Contractors Network (IPCN), supporting contractors with service development, governance and business resilience. His commitment to community wellbeing has been recognised with the Mayor’s Community Award for contributions to local health and charitable initiatives.

Background:
Faisal Tuddy qualified as a pharmacist in 1997 and they have spent over 24 years managing retail and community pharmacies.
After starting with Asda Stores Ltd, Faisal helped develop a fledgling pharmacy business that has since grown to over 250 stores. During their tenure with Asda, they have held various positions managing operations, commercial, and serving as Superintendent Pharmacist. Today, Faisal is the Head of Pharmacy & Superintendent Pharmacist, responsible for central operations, commercial, regulatory compliance, and professional leadership.

Marc Donovan has a career in healthcare spanning 20 years. Originally training as a pharmacist at Cardiff University, he has worked within the NHS and progressed through a number of senior clinical, HR and managerial positions within Boots UK. Marc currently oversees the strategy for Healthcare and external relationships.
Marc presently holds fellowships at the Royal College of Pharmacy and the Chartered Institute of Professional Development. He is a member of the People Advisory Board of NHS England, Chair of the Community Pharmacy Workforce Development Group and a Director of the Company Chemists’ Association. He is a past Chairman of the Welsh Board of the Royal Pharmaceutical Society.
Marc was awarded an OBE for his services to pharmacy as part of the 2022 Queen’s Jubilee Birthday Honours.

Tricia Kennerley, a qualified pharmacist, joined Moss Chemist in 1995, known now as Walgreens Boots Alliance (WBA) where she has held several senior positions including Managing Director of Alliance Pharmacy in 2007 and Healthcare Development Director for Boots. Latterly Tricia led the International Public Affairs function for WBA, influencing pharmacy and healthcare policy, working with key stakeholders across governments and healthcare policy leaders as well as pharmaceutical manufacturers. Since retiring in September 2022 Tricia became an Independent Specialist Pharmacy Affairs Advisor and in this capacity is representing Boots on Community Pharmacy England and the board of the Company Chemists’ Association.

Phil Day studied pharmacy at Nottingham University and qualified as a pharmacist in 1995 after completing his training with Boots, and continued working for them in stores across Yorkshire and the Humber. He has always had an interest in the role of technology in healthcare, and joined Pharmacy2U in 2000 to explore this. He has been involved in the development and evolution of online and distance selling pharmacy, including the pilots of what was to become the Electronic Prescription Service, and is interested in patient safety and progressing the future of community pharmacy as a whole. Phil is the Superintendent Pharmacist for Pharmacy2U and oversees their professional standards and regulatory compliance, and is also a board member of CCA.

Stephen Thomas qualified in 1995 and, after completing a number of roles with Boots, spent 2 years with Voluntary Services Overseas as Principal Pharmacist in Vanuatu (South Pacific). Returning to the UK in 2001 he spent 2 years working for a regional multiple in Cheshire before moving to Rowlands Pharmacy in 2003. At Rowlands, he’s held a number of roles regarding professional standards, contractual matters and external relations. Stephen’s current role as Superintendent Pharmacist consolidates this experience. Stephen has been a member of Community Pharmacy Cheshire and Wirral (and forerunners), is a director of the CCA and is also a board member of Community Pharmacy Wales.

Adrian Price has been a pharmacist for over 30 years and the Superintendent Pharmacist at Tesco Stores Ltd since 2010 where he is responsible for the safe and legal operation of the Tesco’s pharmacies and pharmacy supply chain. Adrian is a member of Community Pharmacy Hertfordshire. He started his career working in branch management for the Co-operative Group where he stayed for 13 years, working in dozens pharmacies across the North West and serving on LPCs for over 10 years. Adrian followed this with a variety of roles in the Co-op’s Head Office including Head of Governance and Head of Clinical Services.

Ifti Khan studied at De Montfort University and registered as a pharmacist in 1992. He has a career in community pharmacy spanning over 30 years. He is currently the Pharmacy Superintendent at Well Pharmacy. Ifti has previously held several pharmacy professional, operational and field roles and has also worked as a locum pharmacist. He is currently Vice-Chair of Community Pharmacy Greater Manchester. He is also a board member of the Company Chemists’ Association.

Background:
Sukhi Basra has over 25 years of experience serving both patients and the community pharmacy profession. A graduate of De Montfort University, Leicester (1996), she works as a frontline pharmacist at CliniChem Pharmacy in Victoria, London, remaining fully engaged in the day-to-day realities of patient care, business ownership, and clinical practice.
Sukhi holds a Clinical Diploma in Pharmacy Practice, is an Independent Prescriber and Designated Prescribing Practitioner, and currently leads a GP-based respiratory clinic. She is a member of the Kensington, Chelsea & Westminster LPC and, in 2023, joined the board of the National Pharmacy Association as the only female member at the time.

Mike Hewitson has been a practising community pharmacist for more than 20 years. He qualified from the University of Bath in 2002 and completed his Pre-Registration training with Gloucestershire Hospitals NHS Foundation Trust. Mike became a Pharmacy Manager for the Dudley Taylor group, managing a busy health centre pharmacy before buying his first pharmacy in 2008.
Mike owns two community pharmacies in West Dorset where he has delivered a number of new services and programmes. Mike qualified as an independent prescriber in 2021 and was actively involved in the Independent Prescribing Pathfinder project for community pharmacy. Mike ran the local vaccination site through COVID and has overseen more than 75,000 successful vaccination events.
Mike sits on the Board of the National Pharmacy Association and is the current Chair of Community Pharmacy Dorset. Mike is also active in local politics and was elected to Somerset Council in 2022.

Has Modi is the founder and CEO of Jardines (U.K.) Ltd – a regional multiple group based in Milton Keynes – which he founded in 1980. Has is a member of Community Pharmacy Bedfordshire, Luton, Milton Keynes and Northamptonshire, and a Board Member at the Independent Pharmacies Association. Has is a passionate advocator of the value of community pharmacies to the nation: the contribution they make to the healthcare system as well as social capital they bring to the communities they serve.

Mayank Patel is the Director of Pearl Chemist Group , operating 27 pharmacies across South West London and Surrey. He is currently Vice Chair of Pharmacy London and Chair of Community Pharmacy South London. Mayank has gained valuable experience working in the pharmacies and in his community representative roles. He has a keen interest in introducing technology into pharmacy and has successfully implemented Hub and Spoke into his group.

Jay Patel is now Executive Director at Day Lewis and has had a lifelong interest and experience in community pharmacy. Jay is Chair of Community Pharmacy Surrey and a Board Member at the Association of Independent Pharmacies Association. In his roles at Day Lewis he has been involved with the range of external industries/stakeholders that impact or are impacted by community pharmacy, as well as day to day operations, and as Executive Director he is responsible for the Day Lewis Community Pharmacy Strategy. He is passionate about collaboration and using technology to give patients the best possible experience and outcomes.

Background:
Ian Strachan set up own his group of pharmacies from scratch in 2007. Ian’s pharmacy career has involved consultancy work, mainstream pharmacy in both independents and multiples, LPCs and national pharmacy representation. He is a Board Member at the Independent Pharmacies Association and previously served two terms on the NPA board and was their chairman between 2014 to 2018. Ian has been an advisor to the pharmaceutical industry since 1992 and writer for various pharmacy publications. Before qualifying and working as a pharmacist he was a Home Office Forensic Scientist and also gained teacher qualifications, working on the GCSE syllabus at colleges in Bury, Oldham and Stockport.
